  FMCSA Rescinds DVIR Report Requirements for Motorcoach

FMCSA has focused on reducing regulatory burdens without impacting safety.

As part of the agency's ongoing effort to review existing regulations to evaluate their continued necessity and effectiveness, the Federal Motor Carrier Safety Administration (FMCSA) is rescinding the requirement that drivers of commercial buses submit  -  and their motor carriers retain  -  driver-vehicle inspection reports (DVIRs) when the driver has neither found nor been made aware of any vehicle defects or deficiencies.

"This straightforward rule is reflective of the agency and US DOT's approach to reducing unneeded regulatory costs, while ensuring safety. Eliminating regulatory burdens and saving commercial drivers valuable time is helpful to support the commercial bus industry  -  especially during our nation's economic recovery," said FMCSA Deputy Administrator Jim Mullen. "The bus industry plays a critical role in connecting our nation's people and communities, and this commonsense rule change will make a difference for commercial bus companies around the country,"

Current regulations require commercial bus drivers to submit DVIRs even if there are no vehicle defects to report. The new rule will eliminate the need for a driver to file, and a motor carrier to maintain, a no-defect DVIR......

Hocking Athens Perry Community Action (HAPCAP) is a community action agency based in Athens, Ohio, charged with fighting poverty and promoting self-sufficiency in the Southeast regions of the state. HAPCAP oversees Head Start programs and a 10-county regional food bank, as well as Meals on Wheels. The agency also provides home repairs for individuals struggling financially.

The HAPCAP Transportation Division oversees and coordinates four public programs for all community members and those in need that ensure safe, reliable and affordable bus and coach transportation.

HAPCAP operates with a staff of three that includes Administrator Claudia Bashaw, GoBus Manager Rudi Beutner and Senior Transportation Clerk Rachael Mace, who manages the customer service hotline.

  National Pupil Transportation Associations Release School Reopening Resource Report

The task force formed by three major national pupil transportation associations to offer practical information for student transportation providers during the COVID-19 pandemic as they prepare for when schools reopen released a report on Friday.

As previously reported, the National Association for Pupil Transportation (NAPT), National Association of State Directors of Pupil Transportation Services (NASDPTS), and National School Transportation Association (NSTA) formed the Student Transportation Aligned for Return To School (STARTS) Task Force in May.

The report, "Guidelines, Tactics, and Templates: A Reopening Plan Resource for School Transportation Professionals," is a comprehensive narrative that is intended to assist school transportation professionals navigate the challenges facing them as a return to classroom learning is contemplated, according to a news release from the task force........
